Ukraine: Europe discusses sanctions against Russia while seeking diplomatic solution to the crisis

The head of the diplomacy of the European Union, which meets Tuesday with Russian counterpart, expressed "serious concern with the reports of troop movements and armed personnel in different locations" and expressed a desire to see the European situation calm down and return to the State it was in before this crisis.

For Thursday was convened an extraordinary Summit of Heads of State and Government. According to a working document that arrived at newsrooms, the European Union is preparing to suspend negotiations with Russia over the allocation of visas and considers the imposition of an arms embargo.

At the entrance to the meeting in Brussels, the head of German diplomacy said that "25 years after the end of the Era of ' blocks ' there is a new danger real cleavage in Europe". Frank-Walter Steinmeier also sent messages to Moscow and Kiev, whereas "Russian" military activities "are completely unacceptable," and that "the Ukrainian Government must respect minority rights in Eastern Ukraine".

Even before leaving for Brussels, responsible for French diplomacy, Laurent Fabius, said in an interview that Russia has always the same type of initiative because "the Russians consider that countries that at one time or another been part of their empire should not escape a certain control".

The diplomatic maneuvers are continuing. The EU wants a political solution to the crisis, a solution that can pass by sending to the terrain of a mission of the Organization for security and cooperation in Europe (OSCE).
