The sending of this humanitarian convoy was announced Monday by Vladimir Putin after the Russian President have talked on the phone with the leader of the European Commission, José Manuel Barroso, Portuguese who, in turn, also talked about the subject with the President of Ukraine, Petro Poroshenko. The last communication from the international humanitarian relief organization, at this point (11:30, hour from Lisbon), is a "tweet": "any submission help [for Ukraine] has to respect our principles of work, such as neutrality and independence". This communication refers to a statement posted Monday on the official website of the Red Cross which opens with the warning that "it is urgent that aid reaches people in Luhansk and other regions of the East" of Ukraine.

Guaranteed seems to be, however, the humanitarian convoy escort, after crossing the border from Russia to Ukraine, by elements of the Organization for security and cooperation in Europe (OSCE). On the table, being studied, is also the possibility of the contents of the trucks Russians be transferred to Ukrainian vehicles at the border, thus avoiding possible problems that may arise with the vehicles sent by Moscow in Ukrainian territory. On the other hand, we also guarantee the whole load verification that Russia intends to do in Ukraine.

Despite assurances from the Kremlin, United States and European Union maintain some suspicion about Russian aid to the villages of Eastern Ukraine, where stands the armed rebellion of pró-russos separatist groups. In the air, hovers the fear this is just a pretext for a possible military intervention in Ukraine if the Russian convoy suffered some sort of attack.
