Ukraine: the Minsk negotiations fail

According to Kuchma, the reason for the failure was the "absence of the signatories of the agreements [last September in the Belorussian capital], Alexandr Zakharshenko and Igor Plotniski," leaders of the self-proclaimed popular republics of Donetsk and Lugansk.

Kiev Envoy further explained that representatives of separatist leaders present at the meeting refused to discuss the plan which provided for an immediate ceasefire and the withdrawal of heavy weapons from the front.

One of the emissaries separatists criticized Kiev for "insisting on separation line established in September", since however the rebels have made significant advances in the field.
