The u.s. and Afghanistan without agreement

The talks between John Kerry and Hamid Karzai ended without the United States and Afghanistan have reached an agreement that allows the presence of American troops beyond 2014.

The big bone of contention remains the immunity of American servicemen. The United States insist that those who break the law must be tried in Afghan territory.

"If the topic of jurisdiction cannot be resolved, then there cannot be a bilateral agreement. We hope that it will be solved and that it is up to the Afghan people, "said the Secretary of State.

Afghan President Hamid Karzai left the issue in the hands of Parliament.

The United States wants to see an agreement signed by the end of this month. NATO troops should leave Afghanistan next year, but the United States wants to prolong the stay of the troops, through a cooperation pact.
