Kerry and Lavrov discuss Ukraine in Paris

The meeting is intended to clear the air between the two blocs after the annexation of Crimea by Russia. However, the emphasis of the meeting is over to prevent a future conflict, at a time when Russian troops begin massing along the eastern border. Vladimir Putin has already given assurances of no further territorial ambitions.

The United States, such as the European Union, do not recognize the recent invasion and annexation of Crimea.

The meeting between the two heads of diplomacy was decided at the last moment, after a telephone conversation between Putin and Obama. Kerry canceled a return to Washington from Saudi Arabia, to meet with Lavrov.
