Texas: Floods are 21 dead

Strong winds and torrential rain caused at least 21 dead and damaged more than 4,000 structures, leading to widespread evacuations.

Thousands of cars were trapped in suburban highways impassable due to water.

In Dallas, the rainfall reached about 17.8 cm between Thursday and Friday.
