USA: attacks of Paris reopened debate post-11/09

In Washington, a city again threatened by the Group Islamic State, opinions are divided about the best way to act against the armed group, in Syria and in Iraq, between more military force or more diplomatic efforts, as Barack Obama advocates.

For Heather Conley, the Center for Strategic and International Studies: "I think Obama's bet on the political process announced in Vienna over the weekend, waiting for you to bear fruit".

A solution that does not respond to criticism of the Republicans lack of results of the strategy of air strikes on Syria and Iraq, advocated so far by the White House.

For Tamara Cofman Wittes of the Brookings Institution: "we need to act to the military level to try to neutralize the immediate threat of Islamic State in the region and in the West. But we also need to act on the conditions that allow it to exist, disseminate and plan this type of attack. And this is a much bigger problem ".
