Ukraine: OSCE guard heavy weapons withdrawal

The Ukrainian Army has begun to withdraw the heavy weapons from the front line, in the East of the country, where the cease-fire seems to be gaining ground.

The first phase of withdrawal, which includes 100 mm cannons, is being watched by observers from the Organization for security and cooperation in Europe.

A spokesman for the Army explains that the situation calmed down in Lugansk and Donetsk, Debaltseve, where "you can hardly see the downfalls of projectiles", but adds that "there were shots fired against military positions in the region of Mariupol, in particular in the village of Shyrokino. The United States fear that the coastal city of Mariupol is the next target of the separatist pró-russos.

The rebel side, the self-proclaimed spokesman of Donetsk Republic accuses the Ukrainian Army to "continue to strengthen positions on the frontline" and says that "separatist positions were targeted, [...] near Shyrokino, Ukrainian forces ", an area" where the situation remains tense. "

"The purpose of the WISH not to reach in two days, what's important is what happens next, to understand how many people have taken up the ideas discussed, took them home and implemented for the benefit of the patient," explains Lord Darzi of Denham, CEO of WISH.

The care rendered in the cases of cancer was one of the main topics under discussion. The disease is one of the three major areas of medical expense.

It is expected that the number of new cases of cancer will increase to 13.3 million, in 2010, to 21.5 million in 2030, according to a study by the school of public health at Harvard University, in partnership with the World Economic Forum:

"There may be misused funds, as regards the treatment of cancer, there is a problem of excessive diagnosis and treatment, so we believe the systematization will help solve these problems, we will have a much better result, it's going to be better for patients and will save money," said Robert Thomas, the head of the service, Australian, counseling about cancer.

Another area that creates concern is diabetes and the increase of cases around the world, caused by the modification of Western lifestyles, especially the urban. While there is no cure for the disease, experts say that prevention is the priority:

"We need to improve the care for diabetics. As I said, we know what to do about this, it's just a matter of organization of health systems.

We need to be able to educate people to understand what increases the risk of developing diabetes or have diabetes but was not diagnosed, and what they can do to make this diagnosis. The third thing is to prevent people from developing diabetes, "says Stephen Colagiuri, Professor of metabolic health at the University of Sydney.

Chronic diseases are increasingly part of the life of the people. At the Summit tried to also discuss ways of improving the pace established by international entities, including the World Health Organization, in the sense of a universal health coverage. With over a billion people without access to basic health care, the leaders here agreed on the importance of the provision of health services, quality, worldwide:

"There must be a single and central source of funding, there are several ways to do it. From taxes, national health service, State health systems, these are some ways. May be mandatory health insurance, through a social system, which can be administered by different entities. The important thing is not to let anybody from outside, everyone must be included, "said Donald m. Berwick, President Emeritus of the Institute of the United States of America, for the improvement of health care.

"Taxpayers cannot pay indefinitely, mainly health care when it is possible to get to 95 years of age, or even to 110. People live longer if you do not work, than to work, so the only way to give people health care, sustainable, is causing all pay a small amount of money every month for your health system, "said Devi Shetty, President and founder of Narayana Hrudayalaya health group.

Apart from these debates, the Summit was also an opportunity to entrepreneurs and young creators to show his work in terms of devices, business models and innovative design solutions:

"Large increase" of racism and xenophobia in France

According to the Commissioner, only in 2014, the number of anti-Semitic acts basically doubled, and the number of Jews to leave France tripled compared to 2012.

"The violence against the Muslims, in particular against women and homosexuals is also growing," he reveals.

But Nils Muižnieks has no doubts in stating that there are important advances in terms of legislation and measures to combat racism and discrimination in the country, but the Commissioner said that a greater effort is required to put the measures into practice.

Muižnieks appeals still the French authorities to strengthen the process of reception of migrants and asylum seekers, in addition to being given greater attention with regard to unaccompanied children, which according to the same, are between 7,000 and 12 thousand. "Many are literally abandoned, without any medical support and education", he stressed.

The Commissioner urged Paris to still make an effort to honor the commitment to accommodate 500 Syrian refugees and suggested a lifting of administrative barriers, such as the need to have a travel visa to enter.

Finally, there was a special attention of Muižnieks for violence and discrimination against Gypsies, often "perpetrated by the forces of law and order, particularly in operations of eviction".

Hollande and Valls recognize problems

The French authorities appear to be sensitized to the problem. During a visit to a Jewish cemetery vandalized in the East of the country on the day 17, the French President, François Hollande, asked if it was "need to put soldiers in cemeteries" and explained that violence against Jews and Muslims was to undermine the foundations of the Republic.

Weeks before, in the wake of the attacks against Charlie Hebdo, Prime Minister Manuel Valls said that "there is an ' apartheid ' and territorial, social and ethnic in France".

Arm wrestle between Greece and Eurogroup taken to limit

The Government's rejection of Athens of the proposal made by the Eurogroup, this Monday, has had negative impact on the stock market, but hasn't discouraged Greek citizens.

"We should support the Government, is working very well. We have nothing more to lose. We have to regain our dignity and the Government will find a solution, "said one.

"Everything is open, but they won't allow that Greece has to return to Russia or China. Will take a step back, "said another.

"It has been proved that the European Union does not change. Is hostile towards the citizens. Workers have to go to the streets and demand their rights ", considered a third.

The railway arm is the model to honor the rescue of the troika.

Athens wants a new temporary loan with other conditions.

Already the Eurogroup proposes to prolong the current package, which ends on February 28.

Of Greek nationality and member of Syriza, one of the Vice-Presidents of the European Parliament, Dimitrios Papadimoulis, says that "the Greek Government does not blackmail anybody."

"We are looking for a good solution for Greece, but also for the entire euro zone. We do not accept blackmail, but that make us, "added the MEP.

Despite the shadow of bankruptcy, the Greek Government has stressed that there will be no financing problems of national banking because obtained this guarantee from the European Central Bank.

A matter of semantics and details

Gregory Claeys/Economist at Bruegel (GC/economist): "one can get the impression that the Greek Government is a little inexperienced, but the truth is that he was elected with a clear mandate to end the troika program. Soon, their demands are clear and, to some extent, justified. It is true that the Eurogroup and the remaining European partners of Greece implemented from 2010, a policy that was, in fact, quite counterproductive, since it underestimated the negative impact of austerity ".

GC/Economist: "is it true that you might think they overdid it a bit, giving the impression of total confrontation, of a negative climate. But, if you look at the details of what you're discussing in concrete, it's almost like they're pretty close. "

GC/Economist: "one of the parties wants a temporary loan, the other half wants to extend the current program. At the end of the day it's not so different, but the Greek rulers cannot return to the country and say to his constituents who accepted a program that is despised in Greece! It is, above all, a problem of semantics ".

GC/Economist: "next month, Greece will have to pay part of the loans, for which there is a serious problem of calendar. However, the last few years have shown that always obtained a commitment, even if it was at the last minute ".

GC/Economist: "I think we should reach an agreement on several points. First of all, you won't be forgiven the debt. Second, establish that the reforms should focus on the fight against corruption and tax evasion. I think this point has never been a priority for the previous Governments, but is for the Syriza. You should bet on it because it's something very important. And, thirdly, there are the terms of payment of the debt. I think it is possible to extend a little maturity and reduce the interest rate to be less painful in the short term for Greece ".

Middle Eastern countries are fighting Islamic State

This was the deadliest attack on foreigners since the fall of Gaddafi, in 2011. Since then, Libya is divided by bastions of armed clans, rivals with two Governments and only one recognized by the international community. In this chaos, the country became a real sanctuary for the jihadists, who attack in different countries simultaneously. Now, already are challenging the Egypt.

For the first time, Egypt recognized have bombed positions of the self-proclaimed Islamic State in Derna; Libya aviation bombed Sirte and bin Jawad. But the Egypt faces the same threat on Mount Sinai.

The armed group based in the peninsula Ansar Bayt al-Maqdis, now named the Sinai Province, completely ignores the Egyptian Government since the fall of Morsi and declared allegiance to the most feared group of Islamic jihdistas, using the same methods of propaganda based on terror and beheadings.

The Egypt remained away from the coalition of the United States against HEY, preferring to concentrate on internal problems caused by Islamic insurgents.

This is not the case of Jordan, which is part of the coalition. The Jordanian fighters participated in bombing raids and retaliatory operations effected by "Martyr Muath" against jihadist positions on Syria, following the assassination of a captured pilot (was burned alive)

Other Arab countries participating in the Coalition, such as Saudi Arabia and the United Arab Emirates. However, everyone knows you don't do that for the strategy, but rather to help the progression of pesmerghas Kurds in the field, where they fight the jihadists in northern Iraq.

The combatants of the self-proclaimed Islamic State have all the heavy weaponry left the Iraqi army.

Climate: Geneva concessions can leave guys in Bonn

The meeting ended with the adoption of a text that will serve as a basis for the negotiations scheduled for the coming months that will culminate in Paris at the end of the year. The goal is to reach a universal legally binding agreement that can enter into force as from 2020.

Pristina asks EU to repatriate Kosovar immigrants

According to the kosovar Minister of the Interior, it is important that their countrymen lose the "illusion" that they may obtain asylum in the countries of destination.

The exodus from Kosovo accelerated exponentially this winter, approaching the 50,000 people in the last two months. Most attempts to escape the lack of perspectives of future, when 40 percent of the kosovar population lives below the poverty line.

Main transit country, along with Serbia, only Hungary registered 13,000 asylum applications in January. Budapest claims to have intercetado about eight thousand immigrants, mostly Kosovars, in the space of six days, in early February.

Confronted to the need for a visa to enter the Schengen area, most Kosovars passes the border clandestinely.

The Austria and Germany are two of the favorite destinations. The German authorities sent policemen to the border between Serbia and Hungary, to help stem the flow of illegal immigrants.
